About this opportunity
The California Department of General Services, Office of Fleet and Asset Management (OFAM), is soliciting bids under IFB 25-300696 for parking system maintenance and repair at thirteen facilities in Sacramento, Stockton, Fresno, and the Bay Area, with non-mandatory walk-throughs November 3–5, 2026 and bids due December 1, 2026 at 2:00 p.m. The contract carries a 3% Disabled Veteran Business Enterprise (DVBE) participation minimum requirement, and small business preferences of 5% are available.
Incentive discounts apply for confirmed DVBE participation above the minimum. Bidders may also receive a non-small business subcontractor preference for 25% certified small business participation.
Scope covers preventative maintenance (inspection and testing) and repair of parking lot physical access control equipment, including gate arms, control boxes, access control systems, and point-of-sale terminals. Preventative maintenance runs bi-annually or annually depending on facility, and repairs are performed upon request within specified response times. Work must comply with the California Building Standards Code and manufacturer standards, and incidental materials are supplied at no additional charge. Bidders must hold a California Contractors State License Board license in Class C-32, C-10, C-61/D-28, or C-7, carry current general liability, commercial automobile, and worker's compensation insurance, and provide three or more professional references for similar work within the past five years.
The contract term is two years, with a sole State option to extend one additional year at contracted rates. Bidders complete a cost sheet with hourly rates for normal business hours, outside normal business hours, and emergency repairs, plus rental equipment and parts allowance estimates with markup percentages. Rates remain fixed for the full term, and each building is invoiced separately. The State does not guarantee volume and will not pay travel, freight, or fuel surcharges absent from the cost sheet. Services occur Monday through Friday, 8:00 a.m. to 5:00 p.m. PT.
Written questions are due November 12, 2026, with answers posted by November 20, 2026. Bid opening occurs December 2, 2026 at 10:00 a.m.
