About this opportunity
The California Department of Motor Vehicles (DMV) is seeking a contractor for dockside recyclable waste removal services at two Sacramento locations: DMV Headquarters Building East and the Warehouse. This Invitation for Bid (IFB) requires the selected vendor to provide comprehensive waste management services, including removal of white paper, mixed paper, plastic, cardboard, metal, California Redemption Value (CRV) items, and pallets. The contractor must supply specific containers at each location, including multiple palletainers and a 68-gallon CRV container, and perform weekly removal services. Services will be conducted during business hours (7:00 AM to 5:00 PM) on DMV business days, excluding state holidays, with an estimated 278 annual service occurrences. Written questions are due January 2, 2026, at 4:00 PM, with responses released by January 5, 2026. Bids must be submitted via email to DMVBIDS@dmv.ca.gov by January 8, 2026, at 5:00 PM, with a public bid opening scheduled for January 9, 2026, and a proposed contract start date of February 1, 2026. The award will be made to the lowest responsible responsive bidder based on cost per service.
The procurement includes specific insurance requirements, mandating commercial general liability insurance of $1,000,000 per occurrence, automobile liability insurance of $1,000,000 combined single limit, and workers' compensation insurance with $1,000,000 employer liability limits. While the Disabled Veteran Business Enterprise (DVBE) participation requirement has been waived, a bid incentive of 3 to 5 percent will be applied to bids proposing California certified DVBE participation. Small Business Enterprise (SBE) and Non-Small Business (Non-SB) preferences are applicable to this solicitation. Contractors must provide employees wearing distinctive uniforms identifying the company and will be responsible for all associated costs, including materials, labor, equipment, travel, taxes, insurance, bonds, and licenses. The DMV does not guarantee a minimum number of services and reserves the right to reject all bids if costs are deemed unreasonable. Required bid documents include the Bid/Bidder Certification Sheet, Cost Sheet, Payee Data Record, Bidder Declaration & Subcontractor/Supplier List, Darfur Contracting Act certification, and optional DVBE participation documents.
