About this opportunity
The Alaska Railroad Corporation (ARRC) is soliciting sealed bids for a comprehensive painting and repair project for the ARR 401 Dining Car, located in Anchorage, Alaska. The procurement involves extensive exterior and interior modifications, including disassembly, media blasting, metal repairs, bodywork, HVAC cover installation, and repainting of a passenger train coach. Deliverables include a fully refurbished dining car with specific technical requirements outlined in the attached engineering drawings, which detail precise modifications to side sheeting, windows, trainline receptacles, and exterior markings. The project is scheduled for completion between June 1, 2025, and August 31, 2025, with a substantial completion target of August 15, 2025. Sealed bids must be submitted by 3:00 pm local time on June 4th, 2025, to the Alaska Railroad Corporation at 327 W. Ship Creek Avenue in Anchorage. Prospective bidders must submit complete bids in U.S. dollars, with all questions required to be submitted in writing prior to May 30th, 2025. The ARRC reserves the right to reject any or all bids and will evaluate submissions based on the most advantageous offer conforming to the solicitation requirements.
The procurement encourages participation from Disadvantaged Business Enterprises (DBEs), with the ARRC aspiring to achieve an overall DBE participation of 4.0% in federal fiscal years 2025-2027 for contracts funded by U.S. Department of Transportation agencies. While no specific contract DBE goals are set, the ARRC is an equal opportunity corporation that welcomes DBE participation as prime contractors and subcontractors. The project may involve federal funding from the Federal Transit Administration (FTA), Federal Highway Administration (FHWA), or FEMA, which could trigger additional federal contract provisions. Liquidated damages of $7,500 per calendar day may be assessed for delays beyond the substantial completion date, not to exceed 20% of the contract price. The ARRC is a member of Green Star and considers environmental stewardship a positive business attribute. While a specific budget range is not explicitly stated, the comprehensive nature of the train car renovation suggests a significant project investment. Bidders must carefully adhere to the invitation to bid terms, as any conflicting terms or conditions may result in the bid being considered non-responsive.
