About this opportunity
The California Department of Motor Vehicles (DMV) is seeking a qualified landscape maintenance contractor for services at the Mountain View Industry Business Center (IBC) and Commercial Driver's License (CDL) Field Office located at 595 Showers Drive, Mountain View, Santa Clara County. This procurement is an Invitation for Bid (IFB) for comprehensive landscape services, including a potential one-time landscape cleanup and mandatory bi-weekly landscape maintenance over a 36-month contract period, with a proposed start date of January 1, 2026. Bidders must possess a valid C27 contractor license issued by the California Contractors State License Board, and all subcontractors must also hold a valid C27 license in good standing. Key deliverables include regular landscape maintenance services, environmental compliance, and potential drought-related water usage restrictions. A mandatory pre-bid conference is scheduled for September 11, 2025, at 8:00 AM, with electronic bid submissions required via email by September 24, 2025. The DMV will evaluate and award the contract to the lowest responsible responsive bidder based on the total bid cost, which includes the one-time cleanup service and 78 bi-weekly maintenance services.
While a Disabled Veteran Business Enterprise (DVBE) participation requirement has been waived, the DMV will provide a bid incentive ranging from 3-5% for DVBE participation, encouraging minority and veteran-owned business involvement. Bidders must complete multiple attachments, including a Bid/Bidder Certification Sheet, Cost Sheet, and Darfur Contracting Act certification. The solicitation does not specify an incumbent vendor or existing infrastructure requirements. Although a specific contract value is not explicitly stated, the bid will be comprehensive, covering labor, tools, materials, equipment, and travel necessary to perform the landscape maintenance services. The contract terms suggest a robust and detailed service expectation, with potential adjustments for environmental conditions and drought-related constraints. Prospective bidders should carefully review all documentation, particularly the attachments and licensing requirements, to ensure full compliance with the DMV's procurement specifications.
