About this opportunity

The California Department of Motor Vehicles (DMV) is soliciting bids for mid-day janitorial services at the Hollywood DMV Field Office through a Small Business Bid Solicitation (SB Bid). The contract will span 36 months, with a proposed start date of January 1, 2026, and requires a contractor to provide janitorial services between 11:00 a.m. and 2:00 p.m., Monday through Friday, excluding state holidays. Key deliverables include maintaining a maintenance log, cleaning and disinfecting high-touch surfaces, restrooms, and other office areas, and using DMV-provided cleaning products with the contractor's own equipment. The contractor must provide at least one primary and one backup janitorial worker, with an hourly rate set at $37.20 (including $23.06 in wages and $14.14 in blended benefits). A mandatory pre-bid conference is scheduled for September 16, 2025, at 10:00 a.m. at the Hollywood office location, and electronic bid submissions are due by September 22, 2025, at 10:00 a.m. Bidders must comply with various state regulations, including the Displaced Janitor Opportunity Act, Property Service Workers Protection Act, and specific wage and benefit provisions.

The procurement is exclusively reserved for Certified Small Businesses through the California Department of General Services (DGS) Office of Small Business and Disabled Veteran Enterprise Services (OSDS). Bidders must adhere to Executive Order N-6-22, which prohibits participation by entities subject to economic sanctions related to Russia and Russian entities. Additional restrictions include compliance with Labor Code Sections 1060-1065 and 1420-1434, and contractors must provide their California Department of Industrial Relations (DIR) registration number. Contractors are required to wear distinctive uniforms, provide personal protective equipment, and follow strict security and health protocols. While no specific budget range is mentioned, the hourly rate structure suggests a moderate-value contract focused on supporting small business participation in state procurement. The bid also includes specific provisions about worker protections and benefits, emphasizing the state's commitment to fair labor practices in service contracts.
