About this opportunity

Hanover County, Virginia is seeking sealed proposals for Request for Proposal (RFP) #25-14-3257TP to establish term contracts for laboratory analysis and sample collection services for the Department of Public Utilities. The comprehensive procurement seeks a contractor to provide chemical, physical, and biological water analysis services, including inspections, labor, tools, materials, supplies, equipment, transportation, and documentation for environmental sample testing. Contractors must be located within a 110-mile radius of the Hanover County Government Courthouse Complex and must maintain certification by the Commonwealth of Virginia or USEPA with readiness to obtain NELAC accreditation. The proposal will be evaluated based on three key criteria: Qualifications and Experience (45 points), Proposed Methodology including QA/QC capabilities (35 points), and Price/Fees (20 points). The RFP is due on February 26, 2025, with the anticipated contract term running from May 1, 2025, through April 30, 2026, and includes four optional one-year renewals. Pricing must be provided for various turnaround times ranging from 24 hours to 10 days, covering a comprehensive list of analytical parameters including metals, pesticides, PCBs, base neutral extractables, volatiles, acid extractables, and miscellaneous analyses.

The county reserves the right to award multiple contracts and distribute individual analyses to laboratories of its choosing throughout the contract term. While no specific set-aside designations for disadvantaged enterprises were explicitly mentioned in the documents, the procurement appears open to qualified laboratory service providers meeting the specified technical and geographical requirements. The solicitation does not indicate an incumbent vendor or specify a precise budget range, though the comprehensive nature of the required services suggests a potentially significant contract value. Contractors will be responsible for detecting and reporting the presence and concentration of specific analytes in aqueous and non-aqueous samples, with the county maintaining the right to terminate the contract immediately if testing results violate any permit requirements or deviate from the specified parameters. The procurement process will be conducted through Virginia's electronic procurement platform (eVA), with potential system maintenance scheduled from February 28 at 5 PM through March 3 at 7 AM that might impact document access or submission.
