About this opportunity
The California Department of Motor Vehicles (DMV) is seeking a certified small business to provide urgent and temporary after-hours janitorial services for the Daly City DMV Field Office. The procurement is a four-month contract running from November 1, 2025, to February 28, 2026, with specific requirements for cleaning tasks, maintenance logging, and performance of services outside regular business hours. Key deliverables include comprehensive janitorial services with detailed cleaning protocols, uniform requirements, and maintenance of personal protective equipment. The solicitation requires bidders to submit comprehensive proposals by August 14, 2025, at 11:59 p.m., with written questions due by August 5, 2025. Bidders must provide a minimum hourly rate of $37.20 for janitorial labor, which includes $23.06 in hourly wages and $14.14 in blended benefits. Evaluation criteria appear to focus on compliance with state labor codes, small business certification, and meeting specific regulatory requirements related to employee wages and working conditions.
The contract is exclusively reserved for California Department of General Services (DGS) certified small businesses, with strict set-aside designations that limit participation to qualifying small business enterprises. Bidders must comply with multiple state regulations, including Executive Order N-6-22 regarding economic sanctions against Russia, the Displaced Janitor Opportunity Act, and the Property Service Workers Protection Act. Prospective contractors must provide their California Department of Industrial Relations (DIR) registration number and demonstrate compliance with Government Code Section 19134 regarding employee wages and benefits. Additional restrictions include non-eligibility for businesses targeted by economic sanctions and mandatory adherence to labor code provisions. While a specific contract value is not explicitly stated, the procurement suggests a focused, short-term service contract with precise labor cost requirements. The DMV will likely evaluate bidders based on their ability to meet these comprehensive regulatory and operational standards.
