The California Department of Motor Vehicles (DMV) is soliciting bids for a Small Business Bid Solicitation (SB Bid) for after-hours janitorial services at the Hemet DMV Field Office. The contract is for a 36-month term, with an estimated total cost of $137,340.00 and a proposed start date of December 1, 2025. Bidders must provide comprehensive janitorial services including disinfection, cleaning of various surfaces, maintenance of different floor types, and adherence to specific cleaning schedules and protocols. Key deliverables include maintaining a weekly maintenance log, wearing distinctive uniforms, providing personal protective equipment, and complying with security and health and safety regulations. A mandatory pre-bid conference is scheduled for October 1, 2025, at 10:00 am at the Hemet DMV Field Office, and potential bidders must attend and sign in to be eligible to submit a bid. The final bid submission deadline is October 8, 2025, at 10:00 am, with bids to be submitted via email only. The current minimum hourly rate for janitorial services is $34.77, comprised of $20.63 hourly wages and $14.14 hourly blended benefits.

The procurement is specifically restricted to California-certified small businesses through the Department of General Services (DGS), Office of Small Business and Disabled Veteran Enterprise Services (OSDS). Bidders must comply with several legal requirements, including Government Code Section 19134, Labor Code Sections 1060-1065 (Displaced Janitor Opportunity Act), and the Property Service Workers Protection Act (Labor Code Sections 1420-1434). Additionally, bidders must provide their California Department of Industrial Relations (DIR) registration number, which must be effective on the bid opening date. The bid also includes a unique provision related to economic sanctions, requiring bidders to confirm they are not a target of sanctions imposed in response to Russia's actions in Ukraine. Bidders must submit detailed information about employee hours, owner hours, supply costs, and equipment costs. If the State determines at any point before contract execution that a bidder is subject to economic sanctions, the bid can be rejected. The total contract value is estimated at $137,340.00 for the 36-month term, with specific requirements for wage and benefit structures.
