About this opportunity
The California Department of Motor Vehicles (DMV) has issued Invitation for Bid (IFB) 25-080 for mobile hearing testing, hearing loss prevention training, and annual hearing conservation training services targeting DMV employees across three locations in Sacramento. The procurement seeks a contractor to provide comprehensive hearing-related services, including audiometric evaluations for approximately 85 employees annually, individual employee audiometric reporting, follow-up evaluations for employees experiencing standard threshold shifts, and an annual hearing conservation training program. Bidders must possess a valid Audiology or Speech-Language Pathology license from the California Department of Consumer Affairs and be prepared to perform services utilizing a mobile hearing unit. Critical procurement dates include written questions due by June 27, 2025 at 5:00 p.m., written responses to be released by July 1, 2025 at 5:00 p.m., and final bid submissions required by July 8, 2025 at 11:59 p.m. The contract term is twenty-four months, commencing September 1, 2025, with a potential twelve-month extension option, and has an estimated total value of $14,000.00 for the initial contract period.
The solicitation includes specific provisions for Disabled Veteran Business Enterprise (DVBE) participation, offering potential bid incentives ranging from 3-5% based on the percentage of DVBE subcontractor involvement. All contractor personnel must successfully complete a background check processed through an authorized Department of Justice Live Scan site. Additional requirements include strict documentation and reporting protocols, with contractors obligated to maintain accurate records throughout the contract period. While no incumbent vendor is mentioned, the DMV has established comprehensive administrative and technical requirements for potential bidders. The procurement appears open to qualified vendors meeting the specified licensing, technical, and administrative criteria, with a particular emphasis on supporting veteran-owned businesses through the DVBE incentive program. The relatively modest estimated contract value of $14,000 suggests this is a targeted, specialized service procurement focused on employee health and safety training.
