About this opportunity

The California Department of Motor Vehicles (DMV) has issued Invitation for Bid (IFB) 25-065 REBID for theory and practical forklift and equipment training and certification for its Printing Services and Mail Operations Units. The procurement seeks a qualified contractor to provide comprehensive training and certification for up to 64 employees across DMV locations, covering specialized equipment including Yale manual and electric lift trucks, Daewoo and Toyota forklifts, Crown and Big Joe electric pallet jacks, and Hyster electric forklifts and pallet jacks. Bidder qualifications are stringent, requiring instructors with a minimum of three years of experience in materials handling equipment training and compliance with Occupational Safety and Health Administration (OSHA) standards. The contract will span thirty-six months, with a proposed start date of July 1, 2025, or upon contract approval. Key procurement dates include written questions due by June 27, 2025 at 5:30 PM, responses released by July 1, 2025 at 5:30 PM, final bid submission by July 9, 2025, and bid opening on July 10, 2025 at 3:00 PM.

The solicitation covers jurisdictions in Sacramento County and San Francisco City, with the previous contract held by Boretti, Inc. from July 1, 2022 through June 30, 2025, valued at $8,970.00 ($149.50 per employee). While the Disabled Veteran Business Enterprise (DVBE) participation requirement has been waived, bidders offering DVBE participation may receive a bid incentive ranging from 3-5% based on the percentage of involvement. The DMV will not guarantee a minimum or maximum number of employees to be trained, and bidders must submit a comprehensive package including a bid/bidder certification sheet, cost sheet, payee data record, and supporting documentation. Contractors must provide written certification for each trained employee and demonstrate the ability to meet all specified training requirements. The total bid will be calculated by multiplying the per-employee training rate by 64 potential employees, with the expectation of delivering comprehensive theoretical and practical training on specified material handling equipment.
