About this opportunity

The California Department of Motor Vehicles (DMV) is seeking a small business to provide mid-day janitorial services at the Santa Ana DMV Field Office through a thirty-six month contract. The solicitation, identified as 25-035, requires a comprehensive janitorial service that meets specific labor code requirements, including compliance with the Property Service Workers Protection Act. Interested bidders must participate in a mandatory pre-bid conference scheduled for May 7, 2025, at 10:00 a.m., and submit written questions by May 14, 2025, at 2:00 p.m. The final bid submission deadline is May 21, 2025, at 10:00 a.m. Potential contractors must submit their California Department of Industrial Relations registration number and demonstrate compliance with Labor Code Sections 1060-1065, which govern employee protections and wage requirements. Bidders will be evaluated based on their ability to meet the technical specifications outlined in the bid solicitation and provide cost-effective janitorial services.

The procurement is specifically restricted to California-certified small businesses, with explicit requirements related to economic sanctions and business qualifications. Bidders must be certified by the State of California's Department of General Services, Office of Small Business and Disabled Veteran Enterprise Services. An additional critical qualification is that bidders cannot be subject to economic sanctions related to Russia, as per Governor Gavin Newsom's Executive Order N-6-22. The contract mandates compliance with specific labor codes, including provisions for employee wages and benefits under Government Code Section 19134 and the Displaced Janitor Opportunity Act. While specific budget ranges are not explicitly stated, the procurement indicates a focus on small business participation and competitive pricing for mid-day janitorial services. Notably, the solicitation covers jurisdictions in both Orange County and San Francisco City, suggesting potential broader implementation of the contract's standards.
