About this opportunity

The California Department of Motor Vehicles (DMV) has issued a Small Business Bid Solicitation (SB Bid) for after-hours janitorial services at the Clearlake DMV Field Office, seeking a qualified vendor to provide comprehensive cleaning services. The procurement is specifically for a 36-month contract term, with a proposed start date of July 1, 2025, or upon contract approval. Services will include daily, weekly, bi-weekly, quarterly, semi-annual, and annual cleaning tasks for the field office, with a requirement of at least one primary and one backup janitorial worker. Key procurement dates include a mandatory pre-bid conference on March 25, 2025, at 10:00 AM, with written questions due by April 1, 2025, at 10:00 AM, and a final bid submission deadline of April 11, 2025, at 10:00 AM. Evaluation criteria emphasize compliance with specific state regulations, including wage and benefit requirements mandating employee compensation at $33.85 per hour, adherence to the Property Service Workers Protection Act, and compliance with the Displaced Janitor Opportunity Act.

The procurement is exclusively reserved for California-certified small businesses, with strict restrictions on bidder qualifications and economic sanctions. Bidders must be certified by the California Department of General Services' Office of Small Business and Disabled Veteran Enterprise Services, and must affirm they are not subject to economic sanctions related to Russia and Ukraine. Additional bidder requirements include providing a California Department of Industrial Relations registration number, complying with Government Code Section 19134, and meeting labor code provisions regarding employee wages and benefits. The solicitation includes provisions for non-discrimination, civil rights compliance, and specific certifications related to the Darfur Contracting Act. While a specific award value is not explicitly stated, the comprehensive service requirements and 36-month contract duration suggest a significant municipal service contract for maintaining the Clearlake DMV Field Office's cleanliness and operational standards.
