About this opportunity
The California Department of Motor Vehicles (DMV) is seeking a Small Business Bid Solicitation (SB Bid 25-009) for after-hours janitorial services at the Madera DMV Field Office located at 1206 Maple Street, Madera, California. The procurement is for a 36-month contract beginning July 1, 2025, covering approximately 5,079 square feet of office space with services to be performed Monday through Friday, excluding state holidays. Deliverables include daily maintenance tasks as well as quarterly, semi-annual, and annual comprehensive cleaning services. Key objectives involve maintaining a clean and professional DMV field office environment through consistent janitorial operations. The bid requires a minimum combined hourly rate of $33.22 for wages and benefits for janitorial employees, with specific compliance requirements under Government Code Section 19134. A mandatory pre-bid conference is scheduled for March 4, 2025, at 10:00 AM, with written questions due by March 11, 2025, and final bid submissions required by March 17, 2025, at 11:59 PM.
The contract is exclusively set aside for California certified small businesses through the Department of General Services (DGS), Office of Small Business and Disabled Veteran Enterprise Services. Bidders must comply with several regulatory requirements, including Executive Order N-6-22 regarding economic sanctions against Russia, and must not be a target of these sanctions. Additional compliance mandates include registration with the California Department of Industrial Relations (DIR), adherence to the Property Service Workers Protection Act, and compliance with the Displaced Janitor Opportunity Act. Insurance requirements include $1 million in commercial general liability coverage and workers' compensation insurance if applicable. Bidders must also demonstrate compliance with Labor Code Sections 1060-1065 and provide appropriate documentation. While specific budget ranges are not explicitly stated, the comprehensive nature of the janitorial services and the 36-month contract term suggest a substantial contract value for a small business opportunity in Madera County.
