About this opportunity
The California Department of Motor Vehicles (DMV) has issued a Small Business Bid Solicitation (SB Bid) for landscape services at the Van Nuys DMV Field Office, seeking a contractor to perform one-time cleanup and bi-weekly maintenance services. The procurement involves comprehensive landscape management, including lawn care, shrub and tree maintenance, waste disposal, and irrigation management, with a contract term of twenty-four months and an option to extend for an additional twelve months. Specific deliverables include a one-time landscape cleanup followed by ongoing bi-weekly maintenance, with potential adjustments for drought conditions. The procurement timeline includes a mandatory pre-bid conference on May 20, 2025, at 10:00 a.m., with written questions due by May 23, 2025, at 10:00 a.m., and written responses to be released by May 24, 2025, at 4:00 p.m. The final bid submission deadline is May 28, 2025, at 10:00 a.m. Key qualifications include possessing a valid C27 contractor license from the California Contractors State License Board and certification as a Small Business by the Department of General Services.
The procurement is exclusively reserved for California-certified small businesses, with strict restrictions on bidder eligibility. Bidders must comply with Executive Order N-6-22, which prohibits economic transactions associated with Russia and Russian entities in response to actions in Ukraine. All bidders and subcontractors must maintain a valid C27 contractor license in good standing throughout the bid and contract period, with license numbers required to be disclosed on specific attachments. Subcontractors must also be individually licensed and approved. While specific award values are not explicitly stated, the comprehensive nature of the landscape maintenance services suggests a substantial contract opportunity for qualified small businesses. The DMV reserves the right to reject bids from vendors subject to economic sanctions, adding an additional layer of compliance requirements to the procurement process.
