About this opportunity

The California Air Resources Board (CARB) has issued Invitation for Bid (IFB) No. 24ED003 for Equipment Rental Services, specifically seeking a contractor to provide rental services for Mobile Elevating Work Platforms (MEWP) and related equipment necessary for installing Remote Emissions Monitoring Devices (REMD) throughout California. The procurement requires a contractor capable of delivering various mechanical elevated work platforms, including scissor and boom lifts, traffic barricades, and large diesel generators, with a comprehensive requirement for operator and safety training courses. The contract term is set for 24 months, with an option to extend for an additional 12 months, during which CARB anticipates installing 25 REMD. Bidders must demonstrate at least two years of experience working with government agencies and three years of equipment training experience, with the ability to provide equipment within five days of request. Bids are due by April 16, 2025, at 1:00 PM PST and must be submitted electronically to Purchasing@arb.ca.gov, with a project budget of $30,000, and bids exceeding this amount may be considered non-responsive.

While there is no mandatory Disabled Veteran Business Enterprise (DVBE) participation requirement, bidders can receive a potential bid incentive of 1-5% for DVBE participation. The solicitation includes a detailed rate sheet with daily, weekly, and monthly rental rates for various equipment types, providing flexibility for potential contractors. The contract incorporates provisions for COVID-19 prevention, comprehensive insurance requirements, and compliance with state contracting regulations. Contractors will be responsible for equipment delivery, pick-up, and maintenance across multiple California locations. The procurement is structured to ensure robust equipment availability and operational readiness for CARB's emissions monitoring infrastructure expansion, with a focus on maintaining high safety and operational standards throughout the equipment rental process.
