About this opportunity

Gwinnett County Public Library (GCPL) is soliciting Request for Proposals (RFP #GCPL-2403) for comprehensive Wide Area Network (WAN) services to establish a private fiber-connected metro-area layer 2 backbone network. The procurement seeks qualified vendors to provide network services for 15 existing remote locations, with a 16th location planned for Summer 2025, and a separate disaster recovery site connection. Vendors must demonstrate expertise in designing, implementing, and maintaining core network technologies, with requirements including flexible VLAN-based WAN services, potential equipment provisions, and optional security services. The RFP specifies technical requirements of 250-500 Mbps bandwidth for branch locations, scalable to 1,000 Mbps, and 1,000-3,000 Mbps for headquarters, with a mandatory 99.9% uptime guarantee. Key submission deadlines include a question submission cutoff on February 14, 2025, and proposal due date of February 28, 2025 at 3:00 pm ET. The evaluation process is scheduled for March 3-5, with potential vendor interviews March 6-7, and an anticipated notice of intent to award by March 7, 2025.

The RFP does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The current network infrastructure consists of 15 existing AT&T ASEoD network connections and a point-to-point disaster recovery link, which will require seamless integration with the new network services. The library currently supports a substantial technology environment, including 900 public computers, 3,000 daily WiFi connections, and 158 wireless access points, with projected growth anticipated during the 60-month contract term. While specific budget ranges are not detailed in the provided documentation, the RFP requests three distinct pricing options: basic VLAN-based WAN services, VLAN-based services with managed backhaul, and fully managed services including equipment and optional security features. The contract will be subject to final approval by the Library Board of Trustees in March 2025, with the selected vendor expected to provide a comprehensive network solution that supports the library's current and future technological needs.
