About this opportunity

The North Carolina Department of Public Instruction (NCDPI) is issuing a Request for Information (RFI) on commercially available software solutions and implementation services to modernize the Department's financial management ecosystem, with responses due October 23, 2026 at 10:00 AM ET. This is a planning and informational solicitation only and does not obligate NCDPI to issue an RFP, award a contract, or reimburse response costs.

NCDPI manages approximately $14 billion in state and federal funds and provides technical and operational support to 115 School Districts/Local Education Agencies and more than 200 Independent Public Schools, including charter schools, lab schools, and regional schools. Current financial operations rely on non-integrated, internally developed systems that require significant customization to accommodate legislative and policy changes, limiting operational agility and increasing maintenance burden.

NCDPI seeks information on finance, accounting, and enterprise resource planning (ERP) software; software development and implementation services; software maintenance and support; and licensing or subscription approaches. Vendors may respond to one or more capabilities independently or in collaboration with partners. Required information includes company overview, solution details and current release dates, lists of public sector agency clients with implementation dates and reference contacts, and detailed cost breakdowns across software licensing, subscription fees, professional services, data migration, configuration, customization, training, support, annual maintenance, and future upgrades (distinguishing one-time from ongoing costs). Responses must address allotment management, cash management, fiscal grants management, financial forecasting, general accounting, knowledge management, artificial intelligence and machine learning, data reporting and analytics, data management and integration, technical specifications, project management, and value-added capabilities. All responses must include point-by-point business requirement analysis, identified issues or exceptions, annotated network drawings, detailed equipment lists, and estimated total cost of ownership aligned with emerging industry standards.

Written questions are due September 9, 2026 at 10:00 AM ET. Respondents may be required to present and discuss submissions with at least two weeks' notice. NCDPI will not participate in field trials and expects pilot installation of any adopted solution.
