The North Carolina Department of Public Instruction (NCDPI), Office of School Nutrition, is seeking to contract with a vendor to provide Administrative Reviews for the Summer Food Service Program (SFSP) across the state. This is an Invitation for Bid (IFB) procurement, where NCDPI must conduct monitoring and compliance reviews of Sponsoring Entities (SE) to ensure they operate the SFSP in accordance with federal regulations under a State/Federal agreement. The contract term is five years and three months, with annual service dates from May to September. NCDPI estimates conducting 33 follow-up site/vendor reviews annually, in addition to a specified number of reviews for small, medium, and large sponsors. Bids are due by July 8, 2024 at 2:00 PM ET. The IFB outlines pricing and invoicing requirements, financial stability and HUB participation criteria, and vendor experience and personnel expectations. Vendors must submit pricing using the provided attachment and demonstrate their capability to conduct the required reviews, provide technical assistance, and prepare corrective action plans. The award will be made to the responsive bidder offering the lowest price that meets the stated requirements.
The IFB does not specify any set-aside designations or restrictions on the types of organizations that can respond. There is no information provided about any incumbent vendors or current contractors, or any existing infrastructure or technology that requires integration. The IFB does not list a possible award value or budget range.
