About this opportunity
Tarleton State University is requesting proposals for 24-hour armed security services at its Fort Worth Campus, with proposals due October 16, 2026 at 3:00 p.m. Central Time and contract award notification scheduled for October 21. A HUB (Historically Underutilized Business) Subcontracting Plan with a two percent utilization goal is required.
The scope calls for one uniformed, armed security officer on duty continuously—seven days per week, 365 days per year—with the contractor furnishing all personnel, supervision, management, uniforms, equipment, training, licensing, scheduling, and administrative support. All armed officers must hold current Texas security officer commissions and comply with Texas Department of Public Safety licensing requirements. The contractor must designate a contract manager available 24 hours for supervisory and emergency assistance. Pricing must be fully burdened and include all costs for base coverage; bidders must also submit an hourly rate for additional armed security services beyond base coverage.
The estimated contract value is $100,000 or more over the life of the contract. The initial term is five years with an option to renew for an additional five years if mutually agreed upon, with all terms and conditions remaining firm. Service commencement is scheduled for October 27, 2026.
Insurance requirements are substantial: commercial general liability with $1,000,000 per-occurrence and $2,000,000 aggregate limits; business auto liability with $1,000,000 combined single limit; workers' compensation with statutory benefits and $1,000,000 employer's liability per accident and disease; and excess/umbrella liability of not less than $5,000,000 per occurrence and aggregate. All policies must name the Board of Regents for The Texas A&M University System and its member institutions as additional insureds on a primary, non-contributory basis and include waiver of subrogation. Underwriters must hold A.M. Best ratings of A- or better (VII or better) and be authorized to conduct business in Texas or eligible surplus lines carriers.
Evaluation weighs contractor qualifications and experience (25 points), licensing and personnel qualifications (20 points), staffing and retention plans (20 points), training and supervision (15 points), operational approach (10 points), and pricing (10 points). Written questions are due September 25, 2026, with university responses due September 28. No pre-proposal conference will be held.
