About this opportunity
Tarleton State University Procurement Services, part of the Texas A&M University System, is soliciting proposals for 24-hour armed security services at its Fort Worth campus in Crowley, Texas, with written questions due November 9, 2026 and proposals due November 24, 2026 at 2:00 p.m. Central Time. A HUB Subcontracting Plan with a 2% VetHUB participation goal is required for this contract, which is valued at $100,000 or more over its lifetime.
The base requirement is one continuously staffed armed security post filled by a Level III commissioned security officer at all times, every day of the year. The contractor must be an established security provider with at least five years of corporate experience in armed security, comply with Texas Department of Public Safety licensing requirements for Level III officers, and maintain $5 million in liability coverage. Body-worn cameras with specified retention periods are required. The contractor must self-perform 100% of services and may not subcontract without express written University consent.
Pricing must be fully burdened hourly rates covering officer wages, benefits, supervision, uniforms, firearms, equipment, training, and insurance. Holiday premium rates of 1.5 times the regular hourly rate apply to seven specified holidays. An annual increase of up to 3% may be considered at renewal, subject to supporting documentation and University approval. The contract term is three years, with an option to renew for an additional three years if mutually agreed. Award notification is scheduled for December 7, 2026, and service commencement is December 28, 2026. The Texas A&M System services agreement template and insurance requirements apply, including additional-insured status for the Board of Regents and certificates of insurance before service begins.
Evaluation weights are contractor qualifications and experience (25 points), licensing and personnel qualifications (20), staffing plan and retention (20), training and supervision (15), operational approach (10), and pricing (10).
No pre-proposal conference will be held. Inquiries go to Kim Elkins, Buyer III, at kelkins@tarleton.edu or 254-968-9217, and proposals are submitted through the electronic portal at bids.sciquest.com.
