About this opportunity
The California Department of State Hospitals (DSH) - Coalinga is soliciting bids for repair and proactive maintenance services for the Metasys Control System through an Invitation for Bid (IFB) numbered 24-64079. The procurement seeks a contractor to perform comprehensive maintenance on IP network devices and field-level devices across multiple facility buildings, including housing units, with a proposed contract term from June 1, 2025, through May 31, 2028. Key contract requirements include an estimated 450 regular hours, 150 overtime hours, and 75 trips, with a $50,000 allowance for parts and unanticipated expenses. Contractors must possess a C-7 contractors license, demonstrate at least five years of experience with Johnson Controls Metasys software, and provide proof of factory training on the Metasys system. The bid submission deadline is May 27, 2025, at 4:00 PM Pacific Time, with an anticipated notice of intent to award to be posted on May 30, 2025. Contractors must be registered with the Department of Industrial Relations and comply with prevailing wage requirements, as this is classified as a public works project under Labor Code 1720.
The solicitation includes small business and disabled veteran business enterprise (DVBE) preference programs, offering potential incentives for DVBE participation. Contractors must strictly adhere to security protocols, undergo background checks, and comply with various state and federal regulations. Additionally, the bid includes a unique compliance requirement related to Executive Order N-6-22, where contractors must confirm they are not subject to economic sanctions against Russia. Contractors will be reimbursed for actual parts costs with a maximum 15% markup. The contract emphasizes strict qualifications, including professional certifications and specialized experience with the Metasys Control System. While a specific award value is not explicitly stated, the $50,000 parts allowance and estimated service hours suggest a moderate-scale contract. Prospective bidders must register online at the California E-Procure, FI$Cal website to ensure receipt of potential addenda and receive updates about the solicitation.
