About this opportunity
The California Department of State Hospitals (DSH) has issued Invitation for Bid (IFB) Number 24-42009-000 for comprehensive commercial refrigeration services at the Napa State Hospital facility. The procurement seeks a qualified contractor to provide preventative maintenance and repair services for refrigeration equipment, including blast chillers, walk-in freezers, walk-in refrigerators, and refrigeration racks located in the main kitchen and ten satellite kitchens. Contractors must possess a C-38 Refrigeration Contractor license and demonstrate a minimum of five years' experience in commercial refrigeration maintenance. A mandatory bidders' conference is scheduled for April 10, 2025, at 10:00 AM, with final bids due on April 17, 2025, by 3:00 PM. The contract will cover a three-year term from May 1, 2025, through April 30, 2028, and is classified as a public works project requiring contractor registration with the Department of Industrial Relations and payment of prevailing wages. Key qualifications include compliance with state and federal regulations, background check requirements, safety protocols, and COVID-19 guidelines.
The solicitation includes provisions for small business and disabled veteran business enterprise (DVBE) preference programs, offering potential incentives for DVBE participation. The contract includes a rate sheet with pricing for regular and emergency hourly labor rates, along with a parts allowance of $150,000 per fiscal year, though the total contract value will be determined by actual hours worked and parts used. Contractors must provide comprehensive insurance coverage, including general liability, pollution liability, motor vehicle liability, and workers' compensation. The project requires extensive documentation and adherence to strict regulatory compliance standards. Bidders should anticipate a competitive evaluation process that considers technical capabilities, compliance with licensing requirements, insurance coverage, and potential DVBE participation. While specific award value details are not explicitly stated, the parts allowance and potential for three years of service suggest a substantial contract opportunity for qualified refrigeration service providers specializing in commercial kitchen equipment maintenance.
