About this opportunity
The California Department of Motor Vehicles (DMV) has issued a Small Business Bid Solicitation (SB Bid) for parking lot sweeping and pressure washing/steam cleaning services at the Mountain View DMV Field Office. The procurement seeks a contractor to provide parking lot sweeping three times per week and pressure washing/steam cleaning of paved surfaces and building exteriors two times per month, with a contract term of thirty-six months beginning June 1, 2025. Specific service requirements mandate the use of truck-mounted equipment for parking lot sweeping, explicitly prohibiting trailer-mounted equipment. The bid solicitation (24-382) requires comprehensive cleaning services for the facility, with detailed specifications outlined in the bid documents. Key dates for this procurement include April 24, 2025, when the bid becomes available to prospective bidders, with written questions due by May 7, 2025, at 10:00 a.m., and written responses to be released by May 8, 2025, at 4:00 p.m. The final bid submission deadline is May 14, 2025, at 10:00 a.m., with bids to be submitted electronically via email to DMVBIDS@dmv.ca.gov in a non-fillable PDF format.
The procurement is exclusively reserved for Certified Small Businesses as recognized by the California Department of General Services (DGS), Office of Small Business and Disabled Veteran Enterprise Services (OSDS). Bidders must comply with Executive Order N-6-22, which prohibits business interactions with Russian entities and individuals subject to economic sanctions, with the DMV reserving the right to reject bids from any entity deemed a sanctions target. Additional compliance requirements include adherence to California civil rights laws and specific insurance and operational standards. While specific pricing details are to be finalized by the DMV, the bid structure includes separate line items for parking lot sweeping, pressure washing, and building cleaning services. Bidders must provide documentation of their small business certification and demonstrate capability to meet the comprehensive cleaning service requirements for the Mountain View DMV Field Office. The solicitation covers Santa Clara County and is part of a broader state procurement strategy focused on supporting small businesses while maintaining high-quality facility maintenance services.
