About this opportunity
The California Department of Motor Vehicles (DMV) has issued a Small Business Bid Solicitation (SB Bid No. 24-369) for comprehensive maintenance and repair services for a Ryobi RMGT-340 PCX2 Duplexing Offset Press located at the DMV Print Shop. The procurement covers a thirty-six-month contract with specific requirements for initial installation, quarterly preventative maintenance, and non-scheduled repair services. Key deliverables include initial equipment installation, leveling, roller adjustment, test printing, and ongoing maintenance with a two-hour response time for service calls. Bidder qualifications mandate that service technicians must have been directly employed by the contractor for at least three consecutive months and possess a minimum of two years of experience with the specified printing equipment. The bid solicitation includes a comprehensive schedule of events, with written questions due by 10:00 a.m. on April 1, 2025, written responses to be released by 5:00 p.m. on April 3, 2025, and the final bid submission deadline set for April 8, 2025. The total estimated cost for the contract term is $27,075.00, with the proposed contract start date of May 1, 2025.
The procurement is specifically designated as a Small Business set-aside, requiring bidders to be certified by the California Department of General Services (DGS), Office of Small Business and Disabled Veteran Enterprise Services (OSDS) as a Certified Small Business. Additional restrictions include compliance with Executive Order N-6-22, which prohibits bidders targeted by economic sanctions related to Russia and Russian entities. The contract includes specific requirements for using original equipment manufacturer (OEM) parts and maintaining $1,000,000 in commercial general liability insurance. Bidders must complete various attachments certifying compliance with California civil rights laws and other state regulations. The DMV estimates approximately 115 hours of potential repair services over the contract term, though no minimum service hours are guaranteed. Pricing will be evaluated based on initial installation costs, quarterly preventative maintenance fees, and hourly rates for non-scheduled repair services, with technicians required to be either manufacturer-authorized or working under a master technician with manufacturer authorization.
