About this opportunity

The California Department of Motor Vehicles (DMV) has issued an Invitation for Bid (IFB) numbered 24-363 for landscape cleanup and maintenance services at the Santa Teresa DMV Field Office located in San Jose. The procurement seeks a contractor to provide landscape services for a 36-month term, beginning June 1, 2025, with specific requirements for a one-time landscape cleanup and subsequent bi-weekly maintenance services. Bidders must possess a valid C27 contractor license from the California Contractors State License Board, with the same requirement extending to all subcontractors. Key procurement dates include a mandatory pre-bid conference on May 7, 2025, at 10:00 a.m., with written questions due by May 8, 2025, at 10:00 a.m., and final bid submissions required by May 14, 2025. The DMV will evaluate bids based on the lowest responsible responsive bid, with a bid opening scheduled for May 15, 2025, at 10:00 a.m. Additional evaluation criteria include compliance with economic sanctions provisions and specific documentation requirements.

The solicitation includes provisions for Disabled Veteran Business Enterprise (DVBE) participation, offering a potential bid incentive of up to 5% for DVBE involvement at 5% or greater, though the DVBE participation requirement has been waived for this specific procurement. Bidders must submit several key documents, including a Bid/Bidder Certification Sheet, Cost Sheet, and Payee Data Record, with strict compliance requirements. An important stipulation requires that bidders are not targets of economic sanctions related to Russia, as per Governor Gavin Newsom's Executive Order N-6-22. While specific budget ranges are not explicitly stated, the comprehensive nature of the landscape maintenance contract suggests a substantial multi-year commitment. The procurement covers services for the Santa Teresa DMV Field Office, with potential implications for broader state facilities maintenance strategies. Contractors must demonstrate not only technical capability through licensing but also ethical compliance with state economic and civil rights guidelines.
