About this opportunity
The California Department of Motor Vehicles (DMV) has issued an Invitation for Bid (IFB) numbered 24-351A for parking lot sweeping and pressure washing services at the Delano DMV Field Office. The procurement seeks a contractor to provide comprehensive maintenance services, including parking lot sweeping three times per week, monthly pressure washing or steam cleaning of paved surfaces, and monthly cleaning of building and waste bin enclosures. Services must be performed during non-business hours, primarily on Sundays, Tuesdays, and Thursdays between 6:00 PM and 6:00 AM, in compliance with local ordinance codes. The contract has a proposed 36-month term beginning July 1, 2025, with specific requirements mandating truck-mounted equipment for parking lot sweeping and explicitly prohibiting trailer-mounted equipment. Key procurement dates include written questions due by June 2, 2025, at 10:00 AM, written responses released by June 3, 2025, at 4:00 PM, and final bid submission deadline of June 10, 2025, with bid opening on June 11, 2025, at 10:00 AM. The DMV will evaluate bids based on the lowest responsible responsive bid, with potential preferences for small businesses and disabled veteran business enterprises.
The solicitation includes specific compliance requirements, notably Governor Gavin Newsom's Executive Order N-6-22 regarding economic sanctions against Russia, which requires bidders to affirm they are not targets of economic sanctions. Bidders must meet various qualifications, including providing comprehensive insurance coverage and complying with California civil rights laws. While no incumbent vendor is mentioned, the contract includes detailed performance standards requiring contractors to maintain surfaces free of debris, oil spills, and stains, and provide weekly maintenance logs documenting completed services. The procurement appears to be open to all qualified vendors, with potential advantages for small businesses and disabled veteran business enterprises. Though a specific budget range is not explicitly stated, the comprehensive service requirements suggest a moderate-value contract focused on maintaining the Delano DMV Field Office's exterior environment. Interested contractors must submit electronic proposals and demonstrate capabilities in professional parking lot maintenance and cleaning services.
