About this opportunity

The California Department of Motor Vehicles (DMV) has issued a Small Business Bid Solicitation (SB Bid) for parking lot sweeping and pressure washing services at the Delano DMV Field Office in Kern County. The procurement seeks a contractor to perform parking lot sweeping three times per week, paved surface area pressure washing/steam cleaning once per month, and building and waste bin enclosure pressure washing/steam cleaning once per month, all to be completed during non-DMV business hours. The contract will have a thirty-six-month term, with a proposed start date of July 1, 2025. Key deliverables include removing debris and oil spills, maintaining clean surfaces, and documenting work on weekly maintenance logs. The contractor must utilize truck-mounted equipment for parking lot sweeping and is prohibited from using trailer-mounted equipment. Key dates include written questions due by April 3, 2025, at 10:00 A.M., written responses released by April 4, 2025, at 4:00 P.M., and final bid submissions due by April 10, 2025, at 11:59 P.M. The DMV will evaluate bids based on responsiveness and the lowest responsible bid.

The solicitation is exclusively reserved for California Department of General Services certified Small Businesses, with specific restrictions tied to the small business designation. Bidders must comply with Executive Order N-6-22, which prohibits businesses targeted by economic sanctions related to Russia's actions in Ukraine from participating. Insurance requirements include commercial general liability, automobile liability, and workers' compensation coverage. The DMV reserves the right to reject any bids that do not meet the specified criteria or fail to demonstrate compliance with state regulations. While no specific budget range or award value is explicitly stated in the documentation, the comprehensive service requirements suggest a moderate-scale contract focusing on facility maintenance and cleanliness. The bid's targeted approach emphasizes local, small business participation and adherence to state procurement guidelines, with a clear focus on maintaining the professional appearance and functionality of the DMV field office premises.
