The California Department of Motor Vehicles (DMV) is seeking a California-certified Small Business to provide mid-day janitorial services for the Pomona DMV Field Office located at 1600 South Garey Avenue, Pomona, CA 91766. The procurement is a Small Business Bid Solicitation (SB Bid) for a 36-month contract, with services to be performed Monday through Friday between 11:00 AM and 2:00 PM, excluding state holidays. The scope of work covers approximately 4,624 square feet and includes comprehensive cleaning and disinfection tasks such as cleaning high-touch surfaces, restrooms, break areas, floors, and outside entrances. The DMV will release written responses to questions by February 21, 2025, and final bid submissions must be emailed to DMVBIDS@dmv.ca.gov by February 26, 2025, at 11:59 PM, with services expected to commence on June 1, 2025, or upon contract approval.

This procurement is specifically set aside for California-certified Small Businesses, with strict qualification requirements including compliance with Government Code Section 19134, which mandates employee compensation of at least $34.01 per hour (combined wages and benefits). Bidders must be registered with the California Department of Industrial Relations and comply with the Property Service Workers Protection Act. Additionally, in response to Governor Gavin Newsom's Executive Order N-6-22, bidders cannot be targets of economic sanctions related to Russia's actions in Ukraine. The DMV will provide cleaning supplies and equipment, while the contractor must supply personal protective equipment, floor machines, vacuum cleaners, mops, and cleaning tools. Insurance requirements include $1,000,000 in commercial general liability coverage and workers' compensation insurance. While a specific contract value is not explicitly stated, the comprehensive requirements and 36-month term suggest a significant potential contract opportunity for a qualified small business meeting all specified criteria.
