About this opportunity
The California Department of Motor Vehicles (DMV) is seeking a small business contractor for as-needed waste cleanup, removal, and disposal services for Region VI field offices through a small business bid solicitation (SB Bid). The procurement specifically targets bio-waste content and materials cleanup, including human blood, body fluids, and contaminated surfaces at 18 DMV field office locations across Los Angeles County and surrounding areas. The contractor will be responsible for providing all necessary labor, tools, materials, equipment, and travel to complete waste removal services within twelve hours of initial call, with an estimated 80 service calls anticipated during the nine-month contract term. Key deliverables include comprehensive waste removal and disposal services at locations including Bell Gardens, Culver City, El Monte, Inglewood, Long Beach, Los Angeles, and Pasadena. The solicitation timeline includes written questions due by February 11, 2025, at 10:00 A.M., written responses released by February 12, 2025, at 5:00 P.M., and final bid submissions required by February 18, 2025, at 11:59 P.M., with a proposed contract start date of March 1, 2025.
The contract is exclusively reserved for California Department of General Services (DGS) certified small businesses, with strict compliance requirements including adherence to Executive Order N-6-22 regarding economic sanctions against Russia. Contractors must maintain specific insurance coverage, including Commercial General Liability, Automobile Liability, and Pollution Liability, each with $1,000,000 per occurrence, plus Workers' Compensation insurance if applicable. No minimum or maximum number of services are guaranteed, and pricing will be established on a per-service basis. The solicitation includes additional compliance mandates, such as the requirement that bidders certify they are not targets of economic sanctions and are not conducting prohibited transactions with sanctioned individuals or entities. While specific award value is not explicitly stated, the estimated 80 service calls suggest a potential contract value that would be determined by actual service utilization during the nine-month term. Interested small businesses must carefully review all requirements and ensure full compliance with state procurement regulations and certification standards.
