About this opportunity

The California Department of Motor Vehicles (DMV) is soliciting a Small Business Bid Solicitation (SB Bid) for as-needed waste cleanup, removal, and disposal services at various DMV field offices in Region VI, covering Los Angeles County. The procurement seeks a contractor to provide comprehensive waste management services, including cleaning and sanitizing areas exposed to waste, removing sharp objects and drug paraphernalia, and properly disposing of contaminated materials across 18 regional locations. The contract term is ten months, with a potential DMV option to extend for an additional ten months, with a proposed start date of February 1, 2025. Key deliverables include 24/7 availability, including holidays, with a required response time of 4 hours from initial contact. Bidders must submit their proposals via email to DMVBIDS@dmv.ca.gov by January 24, 2025, at 11:59 PM, with written questions due by January 21, 2025, and responses to be released by January 22, 2025 at 5:00 PM. The evaluation will focus on the contractor's ability to meet comprehensive waste management requirements and compliance with specified service standards.

This procurement is exclusively set aside for California-certified Small Businesses through the Department of General Services (DGS) Office of Small Business and Disabled Veteran Enterprise Services (OSDS). Contractors must maintain specific insurance coverages, including $1 million in commercial general liability, automobile liability, and pollution liability, as well as workers' compensation coverage. The bid also incorporates Executive Order N-6-22, which prohibits bidders subject to economic sanctions related to Russia from participating. While a specific contract value is not definitively stated, the estimated cost is $21,600.00 for the initial ten-month period. The successful contractor will be responsible for servicing DMV locations in areas including Bell Gardens, Compton, El Monte, Long Beach, Los Angeles, and Pasadena. Payment will be structured monthly in arrears based on actual services rendered, with the contractor required to submit detailed, itemized statements by the 5th of each month documenting the previous month's services.
