The State of California Department of General Services (DGS), Office of Business and Acquisition Services, is seeking a contractor to provide comprehensive access control equipment maintenance and repair services for the Edmund G. Brown CPUC Building located in San Francisco. The Request for Quotation (RFQ) 24-247893 covers preventive maintenance, repairs, technical support, and equipment replacement for an existing access control system comprising one e-MAX-MR52 reader interface, 27 control panels, 36 proximity card readers, desktop computers, monitors, and related software. Specific deliverables include one-time equipment replacement (card readers, local door controllers, software upgrades, computer replacements), semi-annual preventive maintenance services, annual software maintenance, and on-demand and emergency repair services. A non-mandatory walk-through is scheduled for January 12, 2026, at 10:00 a.m., with proposals due by 2:00 p.m. on January 23, 2026. The State anticipates a 36-month contract term, with award expected within 45 days of the bid due date. Evaluation will be based on the lowest responsive and responsible bidder meeting all administrative and technical requirements, with potential award on an "all or none" basis, by individual group, or by individual line item.
The solicitation includes specific set-aside preferences and business qualifications, with a 5% preference available for California certified small businesses or non-small businesses committing 25% of the net bid price to California certified small business subcontractors. An additional 3% Disabled Veteran Business Enterprise (DVBE) participation goal applies. Contractors must maintain a valid Class C-28 Lock and Security Equipment license or Class C-7 Low Voltage Systems license from the California Contractors State License Board. The contractor must comply with DGS IT Infrastructure Standards and Guidelines for the stand-alone access control system, with no remote access permitted. Required documentation includes a Bidder Declaration Form, cost worksheets, and certificates of insurance with $1,000,000 general liability and automobile liability limits. Pricing must be all-inclusive with F.O.B. Destination, Freight Prepaid terms, and the State will not reimburse travel fees, freight surcharges, or other non-itemized costs. The cost worksheet requires detailed pricing for equipment replacement, preventive and repair services, with technical support services limited to 80 hours per 12-month period.
