About this opportunity
The California Department of State Hospitals (DSH) is issuing an Invitation for Bid (IFB) to procure Temporary/Relief Healthcare Staffing Services on an as-needed basis for five of its state hospitals located in Atascadero, Coalinga, Metropolitan (Los Angeles), Napa, and Patton. The required services will be provided across multiple jurisdictions, including San Bernardino County, Napa City and County, San Luis Obispo City and County, Los Angeles County, and Fresno County and City. DSH is seeking qualified contractors to temporarily fill vacancies, substitute for employees on extended leave, and provide services when appropriate staffing levels cannot be maintained through civil service staff. Bidders must meet minimum qualifications related to licensing, references, and recruitment of potential staff. The contract term is anticipated to be three years, with the option to extend up to two additional one-year terms. Bids are due by September 24, 2024, with the public bid opening on September 25, 2024 and a notice of intent to award on September 27, 2024.
The IFB includes preferences and incentives for small businesses and disabled veteran-owned business enterprises (DVBEs). DSH may award up to three agreements per region to the lowest responsive and responsible bidders. While the IFB provides historical information on current incumbents and contract amounts, it does not specify an overall budget for this procurement. Bidders must submit hourly rates for 35 different healthcare staff classifications, which will be evaluated to determine the lowest bid. DSH reserves the right to award multiple agreements if needed to meet patient care demands.
