About this opportunity
The Pennsylvania Game Commission is soliciting electronic bids for the design and construction of a new Crew Headquarters building on State Game Lands #037 in Charleston Township, Tioga County, which serves the Harveys Lake Borough area in Warren County. This project is divided into four separate contracts: General Construction, Mechanical, Plumbing, and Electrical (Project No. PGC-037-25-01). The scope of work includes construction of a new 40' x 100' pole building totaling 4,000 square feet with office and break room space (approximately 1,370 square feet heated), storage for farm implements and maintenance equipment, a concrete floor slab, wood framing, metal roofing and siding panels, insulation, interior wall finishes using fiberglass-reinforced panels and metal materials, installation of garage and man doors, windows, parking area with compacted stone and concrete surfaces, and a new access road with utility connections for telephone, electric, natural gas, sanitary sewer, and water supply systems. The building structure is designed as single-story Type VB construction with pre-engineered roof trusses rated for 42.5 psf snow load and 115 mph wind speeds, and includes mechanical systems featuring a 5-ton Bosch heat pump with minimum 18 SEER rating, suspended unit heaters, and 200-amp electrical service distribution. Electronic bids must be submitted through the SRM system with amounts stated in dollars and cents only, with bids opening and being read on Friday, April 17, 2026, at 2:00 PM at the Division of Contracts and Procurement, 2001 Elmerton Avenue, Harrisburg, PA 17110-9797. Prospective bidders are strongly encouraged to visit the site, coordinating through Rodney Mee, PGC North Central Region Land Manager, at 570-660-9412 to assess access, site contours, utility proximity, and general site conditions. The contract term extends from the purchase order delivery date through November 30, 2026, with work hours restricted to Monday through Friday, 7:00 AM to 3:30 PM unless prior approval is obtained from the PGC. Technical questions should be directed to Angela Lindgren, PGC Engineering Division, at 717-787-4250 Ext. 73620 or alindgren@pa.gov, while questions regarding electronic bid submission should be directed to the PGC Contracts and Procurement Division at 717-787-6594.

No bid guarantee or bond is required at the time of bid submission, and all work must commence only after the awarded vendor receives the Purchase Order from the Commonwealth.
