About this opportunity
The Pennsylvania Game Commission (PGC) is soliciting electronic bids for a rebid procurement of two PAL Pak-Tyler 2000-22 machines to be supplied and delivered to Centre County. This Invitation for Bids (IFB) was posted on February 12, 2026, with bids due by February 27, 2026. Qualified vendors must submit electronic bids through the Commonwealth's SRM system, and the solicitation does not include a pre-bid conference; however, prospective bidders may submit written questions to the Issuing Officer prior to the bid opening date. All items must be new or remanufactured per specifications and must be warranted for one year following delivery and acceptance, free of defects in workmanship or materials. The Commonwealth will award to the lowest responsive and responsible bidder or by line item if deemed advantageous, and award will be made through issuance of a purchase order. Bids are firm offers that cannot be modified or withdrawn after the specified bid opening time except under limited circumstances involving clerical errors supported by credible evidence. The contract will commence on the Original PO Effective Date and extend through completion of delivery, acceptance, warranty periods, and final payment.
Bidders responding to this procurement must complete and submit the Reciprocal Limitations Act Requirements form (GSPUR-89) to disclose the state or country of manufacture for all items supplied, along with residency and Pennsylvania business establishment information; failure to provide this information within two business days of notification from the issuing office results in bid rejection. All contractors must execute the Worker Protection and Investment Certification Form certifying compliance with Pennsylvania's labor and workforce safety laws, including unemployment compensation, workers' compensation, minimum wage, prevailing wage, equal pay, and child labor laws. Standard contract provisions mandate compliance with applicable federal and state laws, environmental regulations, and nondiscrimination policies, with an enhanced minimum wage requirement of $15.00 per hour. Contractors must maintain insurance coverage including Workers' Compensation and Public Liability with minimum coverage of $250,000 per person and $1,000,000 per occurrence. The Commonwealth is exempt from federal excise taxes and state sales taxes, and payment will be made via Automated Clearing House (ACH) within 30 days of proper invoice receipt. No specific budget range or award value has been disclosed in the available procurement documentation.
