About this opportunity
The Pennsylvania Game Commission, Bureau of Wildlife Habitat Management, Forestry Division, is requesting quotes for woven wire deer enclosure fence installation totaling approximately 45,192 linear feet across State Game Lands in Sullivan and Bradford counties, with bids due November 3, 2026.
The Reciprocal Limitations Act applies to this procurement, establishing Pennsylvania preference criteria for in-state bidders and Pennsylvania-manufactured goods. Bidders must complete the GSPUR-89 form disclosing manufacturer names, states of manufacture, business address, and Pennsylvania establishment status, with failure to provide documentation within two business days of notification resulting in bid rejection. Additionally, all contractors must certify compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and thirteen state labor and workforce safety statutes under Executive Order 2021-06, including prevailing-wage, minimum-wage, and workplace misclassification provisions. False certification carries contract termination and three-year bidding ineligibility.
The scope spans seven fence installation blocks across Dutchmaster, Bear Swamp, Leroy CCC, and Little Bitty State Game Lands. Work includes furnishing all labor, superintendence, materials, tools, and equipment for fence installation, plus 359 man gates, 27 sixteen-foot truck gates, 4 forty-foot skidder gates, and 5 deer ramps. Site conditions include rocky terrain, steep slopes, dense vegetation, hazardous trees, and down wood. New fence must tie into existing fence corridors where applicable and coordinate with Game Commission personnel on gate placement and swing directions.
Pricing is submitted per linear foot on a reimbursement basis for actual footage installed as measured by a Forestry Division employee. Performance security of $5,000 per line item is required within 30 days of award. The contract term runs from Purchase Order issuance through June 30, 2027, with designated no-work days during hunting seasons. Workers' Compensation and Comprehensive General Liability Insurance with minimum $300,000 per-occurrence coverage, naming the Commonwealth as additional insured, are mandatory. The Commission reserves the right to request three references for similar work completed within the previous two years and may reject any or all bids. An optional site inspection tour may be arranged by contacting Northeast Region Forester Matt Engel at 570-675-1143. Bids are submitted via PA Supplier Portal and publicly opened November 3, 2026 at 2:00 PM at Pennsylvania Game Commission headquarters in Harrisburg.
