About this opportunity

The Pennsylvania Game Commission, Southwest Region is soliciting electronic bids for a forest mowing service project on State Game Land No. 120 in Clearfield County. The procurement involves comprehensive understory forest mowing services covering 185 acres, specifically targeting witch-hazel, laurel, and other ground shrubs and small trees with a diameter at breast height of 6 inches or less. Contractors must provide all necessary labor, superintendence, tools, and equipment to complete the vegetation management work, with the requirement to mow and shred vegetation to a maximum height of 2 feet. An optional site inspection tour was scheduled for March 6, 2020, with electronic bids due by March 17, 2020. The contract term will commence upon receipt of the purchase order and terminate on June 30, 2020. Evaluation criteria will prioritize the lowest responsive and responsible bidder, with payment processed on a reimbursement basis following a final inspection verifying successful project completion.

No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly outlined in the procurement documents. Bidders must provide proof of Workmen's Compensation insurance and Comprehensive General Liability insurance, though no performance bond is required for this project. The bid packet does not mention incumbent vendors or existing infrastructure requiring integration. While a specific budget range was not detailed, the procurement method suggests a competitive, cost-focused selection process targeting the lowest qualified bidder. The project's relatively modest scope and specific vegetation management requirements indicate this is likely a localized contract with a value commensurate with the 185-acre forest understory mowing service. Potential bidders should be prepared to demonstrate capability in forestry management, equipment readiness, and compliance with the Pennsylvania Game Commission's specified operational standards.
