About this opportunity

The Pennsylvania Game Commission is soliciting electronic bids for access road improvement on State Game Lands #108 in Reade Township, Cambria County, with an optional site tour on November 10, 2026 and bids due November 17, 2026 at 2:00 PM. Bidders must certify compliance under the Commonwealth's Worker Protection and Investment Certification, issued under Executive Order 2021-06, which covers thirteen enumerated labor and workforce statutes. False certifications trigger immediate termination, three-year ineligibility under 62 Pa. C.S. 531, and criminal exposure under 18 Pa. C.S. 4904.

The scope covers grubbing, grading, drainage maintenance, subbase maintenance, and resurfacing across approximately 14,805 linear feet. Specified work includes 15-, 18-, 24-, and 36-inch drain pipe, stone headwalls, erosion and sedimentation controls, gate supply and installation, and permanent seeding restoration. Aggregate is priced by the ton against supplier load slips. Bids are unit-priced, with lump-sum items for mobilization, bonds, and erosion control. Work is limited to Monday through Friday, 7:30 AM to 4:00 PM, and is prohibited during hunting seasons and other restricted periods. Site access via Market Street (SR1029) and Ridge Road (T533) requires coordination with PennDOT District 9 and Reade Township supervisors.

The awardee must provide performance and payment bonds at 100 percent of the contract amount within ten days of award and carry workers' compensation and public liability insurance with minimum coverage of $250,000 per person and $1,000,000 per occurrence. The project requires Pennsylvania prevailing wage compliance with weekly certified payroll. Bidders must be registered in the Commonwealth's Vendor Master file through the Pennsylvania Supplier Portal to receive award and payment. Bidders submitting $10,000 or more must complete the Reciprocal Limitations Act form, disclosing the state or country of manufacture and bidder residency. Failure to supply that information within two business days of notification results in bid rejection. After opening, the Commission may request at least three references from similar projects completed in the prior three years. Bid guarantees are not required.

The contract term runs from purchase order delivery through June 30, 2027, and contract time is essential. Award goes to the lowest responsible and responsive bidder, and no work may begin until the vendor receives the purchase order.
