About this opportunity
The Pennsylvania Game Commission's Northcentral Region is seeking brush cutting services for invasive shrub removal on approximately 104 acres of State Game Lands No. 252, located in Gregg Township, Union County. The procurement involves comprehensive vegetation management targeting specific invasive species including bush honeysuckle, multiflora rose, autumn olive, and privet. Contractors must provide all necessary labor, equipment, insurance, and expertise to execute the project, with specific requirements for low ground pressure tracked equipment and hand cutting in inaccessible areas. The bid is structured on a per-acre pricing model, with bidders required to submit electronic proposals through the vendor system by February 17, 2025, at 2:00 PM, with a public bid opening scheduled for March 1, 2025. An optional site inspection is scheduled for February 3, 2025, at 10:00 AM, allowing potential bidders to review the project area. The contract term is set from July 1, 2025, to August 15, 2025, with a preferred completion date of August 1, 2025.
Bidders must be registered in the Pennsylvania supplier portal system and provide a performance guarantee of $3,000 through acceptable financial instruments such as a cashier's check or insurance bond. Insurance requirements include Workers' Compensation and Comprehensive General Liability coverage of $300,000 per occurrence for both bodily injury and property damage. While no specific set-aside designations are mentioned, contractors must comply with Pennsylvania's Worker Protection and Investment Certification, which requires adherence to various labor and workforce safety laws. The contractor must pay employees a minimum of $15.00 per hour, with annual cost-of-living adjustments. Although a specific budget range is not explicitly stated, the project's scope suggests a potential contract value commensurate with the 104-acre invasive shrub removal effort. Evaluation criteria will likely focus on pricing, technical capability, compliance with specifications, and the contractor's ability to complete the work within the specified timeframe.
