About this opportunity
The Pennsylvania Game Commission's Northcentral Region is seeking a contractor to perform Japanese Knotweed mowing treatment across approximately 68.7 acres of U.S. Army Corps of Engineer property at the Tioga-Hammond Dam complex. The procurement involves comprehensive vegetation management services, requiring contractors to furnish all necessary labor, tools, equipment, and hand cutting capabilities to manage understory vegetation in environmentally sensitive areas near the Crooked Creek water course. A mandatory site visit is scheduled for April 24, 2024, with public bid opening on May 1, 2024. Bidders must utilize specialized low ground pressure tracked mowing equipment or hand cutting tools due to terrain constraints and environmental considerations. The contract term will commence upon receipt of an approved Purchase Order, performance bond, and proof of insurance, terminating on June 30, 2024. Technical questions should be directed to Rodney Mee, Land Management Group Supervisor, at rmee@pa.gov or via cell phone at 570-660-9412.
Prospective contractors must possess a valid vendor number assigned by the Commonwealth of Pennsylvania and provide a $2,000 performance guarantee. The project requires strict compliance with worker protection and investment certification, including adherence to Pennsylvania's labor and workplace safety laws. Payment will be processed on a reimbursement basis, determined by the Pennsylvania Game Commission's surveyed acreage treated. Contractors must submit comprehensive insurance documentation and meet specific workplace safety certifications. The procurement does not explicitly indicate set-aside designations for disadvantaged enterprises, and no incumbent vendor information is provided. While a specific budget range is not detailed, the project involves treatment of 68.7 acres with anticipated costs reflective of specialized invasive vegetation management services. The Pennsylvania Game Commission reserves the right to reject any or all bids and select the proposal that best meets the project's technical and operational requirements.
