About this opportunity
Stewart County, Georgia, through the River Valley Regional Commission (RVRC), is issuing a Request for Proposals (RFP) for a Community Development Block Grant (CDBG) funded project to replace septic systems in the Dan Brinson Road area. The procurement seeks a licensed and certified septic system installer to abandon existing septic systems and install new infrastructure, including six 1,000-gallon concrete septic tanks, associated drain fields, site grading, grassing, surveying, and tree clearing. Qualified contractors must possess a Georgia septic system installation license, maintain a minimum of $25,000 property and $50,000 bodily injury insurance coverage, and demonstrate professional expertise in septic system installation. The proposal requires detailed submissions including pricing, references, E-Verify documentation, professional certifications, and insurance certificates. Proposals are due on September 16, 2025, at 2:00 pm, with the county evaluating submissions based on qualifications, project timeframe, cost, references, and equipment guarantees. The total estimated project cost is approximately $26,000 per septic system unit, with payment contingent upon completion of work and passage of health department inspection.
This procurement is designated as a Section 3 Covered Contract under the HUD Act of 1968, which encourages participation from Section 3 residents and business concerns. While participation is encouraged, contractors must properly complete and submit Section 3 documentation to claim preference, with such paperwork becoming mandatory for the awarded firm. The project will involve working within an unplatted subdivision, with property owners having already granted permanent easements for construction, repair, and maintenance of the septic infrastructure. Soil suitability has been pre-confirmed by soil scientists, and the project is fully funded through a grant from the Georgia Department of Community Affairs. Contractors will be required to submit payment requests by the 25th of each month, and the work must conform to Georgia Department of Public Health guidelines. The procurement appears to be open to all qualified septic system installers who can meet the specified technical, insurance, and documentation requirements.
