About this opportunity
The Commonwealth of Massachusetts, through the Executive Office of Health and Human Services (EOHHS), is seeking to procure a preferred supplier for incontinence products to be offered to the state's MassHealth Durable Medical Equipment (DME) providers. The contract will require the successful bidder to provide a range of standard and premium performance incontinence products that meet detailed quality and performance specifications across various HCPCS codes. The contract term is anticipated to be 3 years, with options to extend for up to 2 additional years. Bidders must submit electronic proposals via the COMMBUYS platform by August 4, 2023, and EOHHS plans to select a contractor by September 12, 2023, with the contract commencing on or about December 1, 2023.
This procurement is subject to the World Trade Organization Government Procurement Agreement and requires a minimum 1% Supplier Diversity Program (SDP) spending commitment from bidders. EOHHS will favorably consider bids with higher SDP commitments. The current annual MassHealth fee-for-service spending on incontinence products is approximately $13.8 million, though EOHHS does not guarantee a minimum utilization. The procurement does not specify any set-asides or incumbent information, and the contract will be awarded to a single preferred supplier.
