About this opportunity

The Pennsylvania Game Commission Bureau of Law Enforcement is seeking three qualified radio and vehicle maintenance services installer/dealers to provide law enforcement vehicle upfits, with proposals due September 30, 2026. Bidders must maintain a physical service location within 50 miles of the PGC Southcentral Regional Office in Huntingdon, Pennsylvania.

The scope covers installation of agency-provided and vendor-procured components and radio equipment into patrol and supervisor vehicles (Silverado 1500 and 2500 PPVs, Tahoes) at the awarded contractor's premises, plus maintenance and tear-down services for retired fleet vehicles destined for auction. The estimated annual volume is 50 to 65 vehicles at approximately 2 vehicles per week. Installation must comply with detailed technical specifications including antenna placement (rooftop mounting of 800MHz, VHF, GPS radio, and CAD antennae), electrical systems (150-amp breaker, 30-amp relays, comprehensive wiring harness routing), compartmentalization, light bars, sirens, body cameras, gun racks, and prisoner containment cages. Specific equipment includes Federal Signal lighting and sirens, Setina prisoner cages, APX 8500 mobile radios, Havis mounting brackets, DiamondBack truck bed covers, and Pro-Gard dual weapon tri-lock gun racks. Contractors are responsible for design, procurement of non-agency-supplied materials, field-measure verification, and post-installation testing.

The contract runs from November 1, 2026 through June 30, 2027, with anticipated renewal for FY27 and four optional one-year renewal terms thereafter. Annual costs may not exceed a 3% increase from the previous year. Award will be made via Best Value Determination. The Commonwealth applies Pennsylvania reciprocal preference under GSPUR-89 for bids exceeding $10,000. Contractors must execute the Pennsylvania Worker Protection Form (BOP-2201), certifying compliance with state unemployment compensation, workers' compensation, labor, and workforce safety laws. Pre-installation meetings and final specification coordination will occur after purchase order execution.
