About this opportunity
The State of California's Department of General Services, Office of Fleet and Asset Management (OFAM) is procuring Low Carbon Fuel Standard (LCFS) Credit Broker services through an Invitation for Bid (IFB). OFAM requires a broker, on a non-exclusive basis, to facilitate the sale of LCFS credits administered by the California Air Resources Board (CARB). OFAM has accrued approximately 528 LCFS credits for immediate sale, and anticipates selling around 160 LCFS credits annually. The anticipated term of the agreement is three years, and the winning bidder must be certified as a LCFS Clearing Service Provider, maintain required licenses and insurance, and provide at least three references for similar work within the last five years. Bids will be evaluated for the lowest responsive and responsible submission, with preferences and incentives applied as applicable. The winning bidder's rates will remain fixed for the entire contract term.
There is no required Disabled Veteran Business Enterprise (DVBE) participation, but DVBE incentives are available. The contract will be awarded to a single vendor to serve Sacramento County and San Francisco City. No incumbent vendor or current contractor information is provided. The budget or award value range is not specified in the IFB.
