About this opportunity

Virginia Commonwealth University is soliciting proposals for a Student Health Insurance Plan under RFP 215269588BA, accepting both fully-insured and self-insured proposals, with proposals due November 23, 2026. The RFP sets out operational, performance, application, and general requirements that each proposal must meet.

Bidders must carry Commercial General Liability of $1 million per occurrence and $2 million aggregate, Automobile Liability of $1 million per occurrence, statutory Workers' Compensation with $500,000 employer's liability, Professional Liability of $1 million, Employment Practices Liability of $1 million, and Cyber Security Liability of $1 million to $5 million depending on the nature of the work. Crime/Fidelity coverage of $1 million per loss applies if the contractor handles funds. Claims-made policies require a 5-year extended reporting period. Carriers must hold an A.M. Best rating of no less than A: VII and be authorized to conduct business in Virginia. Policies must name the Commonwealth of Virginia and VCU as additional insureds, respond as primary over VCU's coverage, include 30-day cancellation notice, and waive subrogation. The contractor bears all deductibles and self-insured retentions, which the university must approve.

The contractor must comply with VCU's Data Protection Addendum for sensitive university data and may take on Business Associate obligations for protected health information. Other requirements include FERPA compliance, Section 508 accessibility for information technology, criminal background checks for employees with access to protected data, and registration in VCU's RealSource platform and eVA. Work performed under the agreement is work-for-hire owned by VCU.

Economically, orders are issued by statement of work and purchase order with no guaranteed minimum volume. Fees must be all-inclusive of labor, overhead, and travel, and contractors fund their own travel. The eVA transaction fee is 1% of order value, capped at $500 for DSBD-certified small businesses and $1,500 for other businesses. The agreement is subject to non-appropriation by the Virginia General Assembly, and VCU may terminate it without penalty on 60 days' notice.
