This procurement is specifically targeting qualified law firms capable of providing eviction-related legal services on an "as needed, when needed" basis within Hartford County, Connecticut. The primary objective is to establish a contract with one or more law firms to support the Housing Authority's legal requirements, with all legal services to be managed by the Authority's in-house General Counsel. Prospective law firms must demonstrate expertise in summary process and eviction proceedings and be prepared to provide comprehensive legal support as required. The solicitation period opens on August 17, 2023, and closes on September 21, 2023, with a vendor Q&A period running from August 17 to September 7, 2023. Proposals are due by 2:00 PM EDT on September 21, and interested firms should direct any questions to Kim Cotharin at the Hartford Housing Authority. The Authority reserves the right to make single or multiple awards based on what is deemed to be in its best interest.
The RFP does not specify any specific set-aside designations or restrictions on the types of organizations that can respond, indicating the opportunity is open to all qualified vendors. No information is provided about incumbent vendors or existing contractors, and there are no explicit details about integration requirements with existing infrastructure or technology. The solicitation has been designated as having no line items, and no estimated total contract value is specified in the documentation. Delivery terms are set as Free On Board Destination, with payment terms to be specified by the vendor. The contract will be administered through the Hartford Housing Authority's office, located at 180 John D. Wardlaw Way in Hartford, CT. While specific budget ranges are not disclosed, the procurement is designed to be flexible, allowing the Housing Authority to engage legal services on an as-needed basis, which suggests potential for ongoing, adaptable legal support.
