About this opportunity

The Michigan Department of Natural Resources, Parks and Recreation Division is soliciting bids for the design, printing, and delivery of 433,050 individual 2028 Passport vehicle decals, with a due date of September 28, 2026. Bidders must be pre-qualified with the State of Michigan's Print & Mail Management program prior to award; pre-qualification requires approximately one week.

The decals measure 1.5" × 1.25" with die-cut edges and 0.125" radius corners, printed on 2 mil clear polyester with white laminated BOPP backing, permanent adhesive, and clear liner. Ink must be green PMS 3275 and black, sun-resistant and impervious to windshield cleaning solvents. Each decal must be sequentially numbered from 0000000001 to 0000433050. The vendor must submit color samples and pre-production samples for approval, deliver proofs within 10 working days of purchase order receipt, and be available for a mandatory press check within 4 hours of travel distance from Lansing. Decals must be packaged in fan-folded sheets of 2 across and 5 down (50 decals per stack) in resealable bags per carton, with sheets in numerical sequence and carton exterior labels identifying contents.

Final delivery to multiple Parks and Recreation Division locations must occur within 20 business days of proof approval or by November 20, 2026, via FedEx to the dock at 7461 Crowner Drive, Lansing, using the State's account number and requiring direct signature delivery. The vendor must establish and maintain a State-approved security and accountability system governing manufacturing, spoilage, overruns, and duplicates; all subcontractors must observe identical security precautions. All materials, negatives, color separations, and intellectual property become State property upon delivery. Pricing must be submitted on an F.O.B. Destination, prepaid basis with no underruns accepted; overruns are at vendor expense. Payment is by Electronic Funds Transfer within 45 calendar days of receipt or final acceptance. Pre-qualification inquiries should be directed to Andrew Hale at 517-636-0092 or halea3@michigan.gov.
