About this opportunity

The State of Michigan is soliciting bids for 2028 Recreation Passport decals for motorcycles, with proposals due September 30, 2026. The procurement requires 9,300 motorcycle passport decal units distributed across 98 state parks and facilities managed by the Department of Natural Resources, plus 1,400 units for e-store sales and allocation through the Lansing PRD office under Deborah Leisner's coordination.

The decals must meet Michigan's technical specifications for durability, adhesive properties, and resistance to environmental conditions including weather exposure and UV degradation. Design standards, material composition, and printing requirements are detailed in the SPECIFICATIONS FOR 2028 MOTORCYCLE.docx document. Vendors must conduct material testing and certification prior to production and delivery.

All deliverables must ship F.O.B. destination at vendor expense. The State conducts final inspection and acceptance within 30 calendar days of delivery, with vendors required to correct defects or replace non-conforming items within 10 calendar days or risk rejection or discounted acceptance. Payment terms require itemized invoices payable within 45 calendar days of receipt or final acceptance, whichever is later. Vendors must register with Michigan's SIGMA-VSS system to receive Electronic Funds Transfer payments. The State is exempt from excise and sales taxes on exclusive-use purchases.

All deliverables become State property upon completion. Vendors warrant conformance to specifications, freedom from defects and liens, and no infringement of third-party intellectual property rights. The State may terminate for cause if vendors fail to comply with terms or for convenience without penalty and may pursue damages including administrative fees, court costs, and attorney fees. All contracts are governed by Michigan law and subject to applicable federal, state, and local laws, including prevailing wage and nondiscrimination requirements.

Historical distribution data indicates declining overall demand, with total motorcycle permits decreasing from 9,850 units in 2020 to the projected 9,300 units for 2028.
