About this opportunity

The New York State Department of Agriculture and Markets is soliciting proposals for the 2027 Transportation for Youth to County and Local Fairs Competitive Grants Program, with proposals due December 1, 2026 at 4:00 p.m., and an informational workshop held October 20, 2026.

Eligible applicants are agricultural and horticultural corporations sponsoring annual fairs under Article 24 of the New York Agriculture and Markets Law, county extension service associations, municipalities, not-for-profit corporations, and Indian tribal organizations. Each organization may submit only one application. The Department notes that certain entities — including CCE Cortland County, CCE Jefferson County, CCE Orange County, and CCE Oneida County — were awarded identical or substantially similar contracts within the past five years.

The program funds transportation and related costs to increase youth attendance at New York State's 50-plus county and local fairs during the 2027 fair season. Eligible costs include transportation, fair entry fees, meals, agricultural educational programming, marketing, salaries, contractual services, and staff training; midway and ride expenses are capped at fifty percent of total project budget. Ineligible costs include vehicle purchases, indirect costs, fringe benefits, permanent signage, and expenses incurred before February 15, 2027. Contract performance runs February 15, 2027 through October 1, 2027.

A total of $475,000 is available. Individual applicants may request up to $25,000 per grant. Payment is made on a reimbursement basis; awardees receive an initial advance of up to twenty-five percent of the grant award, with the Department retaining ten percent until final report acceptance.

Proposals are scored on a 100-point scale: project description (20 points), work plan (20 points), cost reasonableness (20 points), project benefits (25 points), organizational capacity (10 points), and outside support (5 points). Only proposals scoring 65 points or above advance to funding consideration. The Department may award up to five bonus points for geographic diversity at its discretion. Written questions are due November 4, 2026, with final answers posted November 12, 2026. Award announcements are expected in February 2027.
