About this opportunity
Ada County Highway District (ACHD) is requesting bids on traffic control services for roadwork throughout Ada County under ITB 2027 Traffic Control Services, with bids due October 28, 2026. ACHD intends to award multiple contracts to different vendors to address varying job-site locations, roadwork categories, and vendor availability; if a selected vendor cannot provide services when requested, ACHD will proceed to the next lowest cost bidder without penalty.
The scope covers setup and management of temporary traffic control zones — including signage, cones, and certified flaggers — to support chip and fog sealing, paving, shouldering, and miscellaneous roadwork at multiple ACHD job sites. All traffic control personnel must hold current American Traffic Safety Services Association (ATSSA) certification and training from the Idaho Technology Transfer Center or a reciprocal agency, and must comply with Manual for Uniform Traffic Control Devices (MUTCD) standards and ACHD safety policies. Services are provided on an as-needed basis with minimum notice of forty-eight hours for larger projects and twenty-four hours for smaller projects, typically scheduled 7:00 a.m. to 5:30 p.m., four days per week, ten hours per day. ACHD anticipates approximately 300 days of service during the contract period, requiring up to 30 flaggers for Cloverdale and 20 flaggers for Adams during peak season.
The contract term runs January 1, 2027 through December 31, 2027. The contractor must provide all equipment and supplies and maintain Workers Compensation Insurance, Unemployment Insurance, Comprehensive General Liability Insurance of $500,000 per claim and $1,000,000 aggregate, and Comprehensive Automobile Insurance of $2,000,000. A Performance Bond and Labor and Material Payment Bond, each equal to the full contract price, are required. Liquidated damages of $500 per calendar day apply for delays beyond contract completion. Monthly invoicing with signed timesheets and purchase order numbers are due, with payment within thirty days of receipt.
Opportunity text
The Invitation to Bid (ITB) seeks competitive bids from qualified firms to provide traffic control services for various ACHD job sites throughout Ada County and includes, but may not be limited to, chip and fog sealing, paving, shouldering, and other miscellaneous roadwork. Due to the complex nature of the various roadwork categories, locations, and manning, ACHD may award multiple contracts to support these needs and address Vendor availability. If a Vendor cannot provide the required Traffic Control Services when requested, ACHD may go to the next lowest cost bidder without penalty.
