About this opportunity
The City of San Antonio Department of Public Works is requesting bids on a 2027 Task Order Contract for Flatwork and Street Improvements, Package 1, with bids due September 11, 2026. Work includes concrete curbs, sidewalks, driveways, retaining walls, wheelchair ramps, minor asphalt milling and replacement, mailbox relocation, topsoil, sodding, striping, elevated sidewalks, sidewalk pipe railing, utility box adjustments, and tree services. Individual project sites will be assigned by the City Engineer or Program Manager via task orders over a ten-month contract duration (300 calendar days from acceptance of the first task order).
The contractor must maintain a full crew capable of producing an average of $168,000 of constructed product per month and guarantee minimum simultaneous performance of four crews. Task orders may be as small as $5,000, with additional mobilization payments pro-rated for projects between $5,000 and $10,000. Unit prices established through competitive bidding remain valid throughout the contract duration and may be applied to any quantity desired by the city engineer, with no guarantee of executing the full contract amount. The contractor is responsible for all mobilization, right-of-way preparation, temporary erosion and sedimentation control, barricades, signs, and traffic control plan development and implementation — classified as subsidiary items with no direct payment.
Payment for bonds is limited to 2.5 percent of the total contract amount or the contractor's lump sum bid amount, whichever is less, and must be paid in full prior to issuance of the first task order. Liquidated damages for construction time delays are assessed on a per-site basis. Work specifications reference City of San Antonio standards, San Antonio Water System (SAWS) standards, and TxDOT standards.
